Of course, those tickets aren't literally being issued to every resident. Most go to motorists passing through town. The comparison illustrates the extraordinary volume of enforcement relative to Shoshoni's population.
Shoshoni sits where US-20, US-26 and WY-789 meet in Fremont County, Wyoming — a funnel for traffic heading toward Wind River Canyon, Thermopolis and Yellowstone. Cowboy State Daily reported in August 2025 that Shoshoni police wrote 2,372 speeding tickets in 2024 in a town of about 630 residents, while roughly 3.4 million out-of-town travelers pass through annually. Shoshoni's police chief told the paper the purpose of ticketing is to change driver behavior. SpeedTrap.fund agrees with that goal — and is funding a billboard that asks motorists to slow down before they arrive.

Public safety without the souvenir
Shoshoni's police chief says the point of traffic enforcement is to change driver behavior.
Good. We agree.
That's exactly what this billboard is designed to do — before the ticket gets written.
